Job Description
AECOM is looking for an experienced Utility Engineer/Coordinator to provide support to the AECOM Transportation Investment Act (TIA) Team working for the Georgia Department of Transportation (GDOT). This position will actively contribute to the delivery of the second ten years of projects located in the Central Savannah River Area (CSRA) and River Valley (RV) Regions.
This position will be based in Georgia. This is currently a hybrid work position, which includes remote work, occasional site visits, and travel to meetings within the noted TIA Regions. This position affords the ideal candidate the following:
Manage utility coordination on a long-term GDOT Program, which AECOM has managed for 10+ years and was recently renewed for an additional 5 years.
Provide utility engineering services on a large fully funded state transportation program with various project sizes, scopes, complexities, and focusing heavily on local and utility owner coordination.
Work within a small cohesive team, which works as an extension of GDOT staff.
Work on a high-value program that strives to innovate program and project management, while remaining transparent to the citizens that voted to enact TIA.
As a Utility Engineer on the TIA team working directly with GDOT, you will be responsible for managing the utility deliverables for all GDOT/TIA let projects and support locally delivered projects. These projects include those located in both Central Savannah River Area and the River Valley TIA 2 (2023-2032). A successful candidate will demonstrate proficiency of the following tasks:
Provide input on design consultant scopes of services, deliverables, and cost proposals as related to utility estimates, general utility coordination, and SUE.
Generate Utility Cost Estimates as necessary.
Technical review of utility plans at project milestones such as Concept, Preliminary and Final Field Plan Reviews, Constructability Reviews, etc.
Work with design consultants to accomplish all utility submittals including 1st, 2nd, Combined, and PURP as necessary.
Coordinate with design consultants to ensure relocations are appropriately reflected at all plan stages.
Work with design consultants, utility owners, District personnel and all other applicable persons in obtaining all necessary utility permits, using GUPS and ultimately GPAS (Utilities).
Perform detailed review of permit application deliverables, including the UAS and Work Plan.
Provide Utility Certification for letting.
Maintain a tracking database for all utility milestones and deliverables in Preconstruction.
Coordinate with the State SUE Office on TIA projects requiring SUE, as necessary.
Work with the District to provide review and concurrence of utility permits submitted by local sponsors for TIA projects on the State Route system.
Contract Management: Work with utility owners and TIA procurement to execute utility agreements.
Review prior rights submittals.
Prep, manage and host monthly internal coordination meetings with the GDOT/TIA team.
Attend relevant in-person project meetings that include, but are not limited to Concept Team Meetings, Local Government Coordination Meetings, Constructability Review Meetings, Field Plan Reviews, Preconstruction Conferences, etc.
Provide support to program management team in the case of any Utility Escalation proceedings during construction.
Qualifications
Minimum:
BS in Civil Engineering, Construction Management or related engineering or technical discipline and 4 years of experience with GDOT utility coordination or demonstrated equivalency of experience and/or education.
A valid U.S. Driver’s License is required to visit project sites, clients, and other AECOM offices. As a condition of employment, the selected candidate must pass a Motor Vehicle Records review.
Preferred:
GDOT Plan Development Process (PDP) training/experience.
Mastery of GDOT Utility Accommodations Manual (UAM)
2 years of GDOT utility coordination experience.
6 years of transportation and/or utility engineering experience.
Experience and knowledge of ProjectWise Deliverables, Microsoft Connect, GUPS/GPAS, CATS, Microsoft Office Suite & Microsoft Teams

Offered compensation will be based on location and individual qualifications. The expected range is $85,000.00 - $120,000.00.
