Job Description

AECOM Canada is hiring a Senior Program Manager – Alternative Project Delivery (APD) / P3 Infrastructure

Responsibilities include but are not limited to:

  • Provides senior technical and management leadership in the planning and execution of large-scale, multi-disciplinary infrastructure projects, particularly under Alternative Project Delivery (APD) and Public-Private Partnership (P3) models.

  • Acts as the primary liaison between internal design teams, design-build contractors, subconsultants, clients, and external stakeholders across all project phases.

  • Leads both bid and detailed design stages on major APD/P3 projects, ensuring alignment with client objectives, project budgets, schedules, and quality standards.

  • Oversees and mentors multi-disciplinary teams, ensuring deliverables meet applicable codes, regulatory requirements, and internal Quality Assurance/Quality Control (QA/QC) procedures.

  • Brings recognized leadership and authority in navigating APD/P3 procurement processes in multiple jurisdictions, including Canada, the US, the UK, and the Middle East.

  • Applies broad knowledge of regional and international engineering codes, including CHBDC, AASHTO LRFD, British Standards, Eurocodes, and the UK DMRB.

  • Demonstrates creativity, foresight, and mature judgment in solving complex engineering problems, setting project objectives, and developing standards for delivery excellence.

  • Supervision received is essentially administrative, with assignments defined by general objectives and broad performance criteria.

Qualifications

Minimum Requirements:

Bachelor’s Degree in Civil Engineering

12+ years of relevant experience in major infrastructure programs

Minimum 4 years in a leadership or project management role on APD or P3 projects

Preferred Qualifications:

Licensed Professional Engineer (P.Eng.) in Canada or eligible

20+ years of progressive experience across international and Canadian infrastructure projects

Significant experience leading large, multi-disciplinary teams on complex transit and transportation projects

In-depth knowledge of APD/P3 procurement models and key agencies (e.g., Infrastructure Ontario, Alberta Transportation, TTC, Network Rail, Qatar PWA, RTA UAE)

Experience with top-tier design firms or project leadership roles with global infrastructure consultancies

PMP certification and/or MBA considered an asset

Excellent communication, client engagement, and stakeholder management skills

Additional Information

Sponsorship for Canadian employment authorization is not available for this position

Offered compensation will be based on location and individual qualifications. The expected range is $190,000.00 - $270,000.00.
