AECOM Subcontracts Administrator in Camp Arifjan, Kuwait

URS has an immediate opening for a qualified Subcontract Administrator in Kuwait.
Responsible for all phases of subcontract administration, including cost proposal review, and procurement activities. Plan work for subcontract personnel, establish work schedules, and review and provide input on personnel performance evaluations. Responsible for ensuring compliance with government policies and procedures.
Essential Duties and Responsibilities:
Sense of urgency, good attention to detail and dedication to follow-through.
Knowledge of FAR/government procurement practices needed
Ensure subcontractors are abiding by contract terms.
Coordinate subcontract activities to include subcontractor’s performance
Interface and coordinate with subcontractor and internal department personnel.
Assist with the monitoring of subcontract closeouts
Conduct subcontract file reviews in support of Government audits.
Develop and maintain subcontract procurement files
Conduct subcontracts training for technical and subcontract staff.
Review the subcontracts invoices
Assist in the monitoring and track subcontractor deliverables
Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence
Examine and evaluate the terms of new contracts and proposals for changes to contracts.
Review documentation for international subcontracts.
Ensure Subcontractor is compliant with FAR Subpart 22.17 (Combating Trafficking in Persons)
Position may require the ability to pass and maintain a security clearance.
As appropriate, each employee is responsible for completing all training requirements
Perform all other position related duties as assigned or requested.
High school diploma or equivalent required.
Bachelor’s degree or equivalent training/experience
Work experience may be substituted for educational requirements and /or educational achievements may be substituted for years of experience. Ten (10) years of experience is equivalent to a Bachelor’s Degree
3-5 years of U.S Government-related work experience.
3 years of purchasing experience particularly relating to government contracts
Specialized Knowledge and Skills:
Thorough working knowledge of the Federal Acquisition Regulation (FAR) and DFAR
Working knowledge of word processing, database, spreadsheet programs, and integrated software applications are required
Must have strong interpersonal communication skills and ability to work and communicate with others effectively.
Must possess planning / organizing skills and be able to work under deadlines.
Position may require travel and the ability to pass and maintain a Security Clearance.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness; must possess planning/organizing skills and be able to work under deadlines.
