Job Description
AECOM seeks a Project Manager for an anticipated 3-year, $30 million USAID Ukraine Critical Resilience and Engineering (CRANE) project. Critical infrastructure may include energy systems, water and sanitation systems, buildings, telecommunications, transportation systems, border crossings, and railways and ports.
The COP will oversee technical delivery for A&E design, planning support, quality assurance and construction oversight, and commissioning. The COP will ensure compliance with all USAID regulations and AECOM policies related to procurement, personnel, reporting, and financial administration.
The COP position requires exceptional management, decision-making, and communications skills to ensure rapid and effective development and delivery of multiple simultaneous tasks across a range of technical sectors in a complex operational environment. The position is expected to be based full-time in Ukraine and is contingent upon contract award.
Responsibilities include:
Provide authoritative vision and technical leadership for a multi-disciplinary team in Ukraine, ensuring the highest technical standards of performance and strict contractual compliance
Oversee the meticulous delivery of all contract requirements, including precise staffing allocation, cost management, engineering execution, and rigorous quality control of all work performed
Spearhead strategic planning and rigorously oversee the implementation of annual work plans and monitoring, evaluation, and learning activities
Function as the primary liaison with USAID/Ukraine, Government of Ukraine agencies, and other key stakeholders to ensure the uncompromising achievement of project objectives
Exercise stringent supervision of technical and operations staff, guarantee effective and efficient project delivery, and maintain impeccable HR and financial systems
Ensure scrupulous financial management and utilization of resources in alignment with annual work plans to meet exacting requirements for cost, schedule, and quality
Maintain rigorous coordination with AECOM home office to ensure unwavering compliance with USAID, host country, and AECOM regulations, policies, and other critical requirements
Conduct thorough evaluations of project performance and activity outcomes to ensure continuous integration of learning throughout implementation and swift adoption of necessary course corrections
Ability to clear background check including substance abuse test and medical clearance
Qualifications
Minimum Qualifications
Bachelor’s degree in Civil, Mechanical, Electrical or related degree plus 10 years of related experience.
Experience working with USAID or other USG projects
Preferred Qualifications:
Master’s Degree in civil, mechanical, electrical engineering or related degree
12 years of experience in infrastructure design, including at least 7 years managing complex projects with multiple tasks or contracts.
Demonstrated leadership and organizational management skills.
As a condition of employment, candidates must be willing to work in an elevated security risk environment.
As a condition of employment, position requires candidates to work and live internationally to support project.

Relocation is not available for this position.
Offered compensation will be based on location and individual qualifications. The expected range is $185,000.00 - $205,000.00.
