Job Summary

AECOM is seeking a Contracts / Subcontracts Manager for our Germantown, MD office!

This position is responsible for all aspects of contract and subcontract administration and oversight of procurement activity under assigned contracts. Provides an effective contract and procurement management program that ensures compliance with requirements and directs subcontracting activities. Performs liaison function between internal and external customers.

Essential Responsibilities:

  • Contract administration activities to include preparing and submitting consent packages to the Contracting Officer, submitting notifications of limitation of funds, exercising option year documentation, and submitting deliverables, reviewing and executing prime contract documents.

  • Manage subcontracts (to include AECOM in both the prime and sub role) and have oversight over procurements, with a focus on fixed price CLIN limitations in order to ensure contract profitability.

  • Manage large procurement actions, to include reviewing file documentation, approving and signing awards, change orders and task orders.

  • Conduct procurement training for technical and team staff.

  • Participate in weekly status calls on contract/procurement issues, as well as frequent status calls on specific vendor issues pertaining to large unique projects, timeliness, performance, payment/invoicing, sourcing, etc.

  • Ensure adequate vendor/subcontractor support for contract requirements nation-wide as well as in U.S. territories.

  • Attend Technical Meetings at the Government’s office in Washington, D.C.

  • Review small business reporting submissions for accuracy. Actively seek vendors in various socioeconomic categories in order to meet subcontracting goals.

  • Ensure compliance with governmental law, Company, and divisional policies on contracts and procurement.

  • Provide interpretation of contracts, organize and processes correspondence with contracting parties, and monitor fulfillment of contractual obligations.

  • Capability to respond to frequently changing priorities that are a result of Government activity (property seizures)

  • Strong problem resolution skills, with the ability to develop creative solutions.

  • Participate in long-range planning process aimed at developing new business. Participate in proposal activities as needed, and submission of proposals.

  • Ensure compliance with all AECOM and federal requirements for contracts and procurement actions.

  • Perform all other position related duties as assigned or requested.

Minimum Requirements

  • Bachelor’s degree, with at least 8 years of job-related experience or equivalent.

  • Excellent communication and negotiation skills.

  • Working knowledge of the Federal Acquisition Regulations (FAR).

  • Familiarity with Contractor Purchasing System Reviews (CPSR) requirements.

  • Must be able to perform price analyses to determine fair and reasonable pricing.

  • Must be familiar with Public Laws, SAM, and consent packages.

  • Proficiency with awarding various contract types.

  • Working knowledge with Microsoft Word and Excel.

Preferred Qualifications

  • Management/supervisory experience

  • Experience or ability to perform creative research to meet unique contract requirements.
