Job Summary

AECOM is seeking an Intelligence Operations WDC Implementation Developer to support our Navy Information Warfare Development Center (NIWDC) team in the Norfolk-Suffolk, VA region. This position will support the Intelligence Operations Mission Area Department (MAD), a division of the NIWDC. The Intelligence Operations WDC Implementation Developer will apply thorough knowledge and understanding of regulatory requirements detailed in applicable Department of Navy policy, (e.g., NWP 2-0, 2-01, NTTP 3-05.45, FIF CONOPS, NWP3-13, NTTP2.012.1, and NTTP 3-51.3). As an Intelligence Operations SME, the Intelligence Operations WDC Developer must be familiar with the application of all aspects of planning and directing Intelligence Operations and coordination of surveillance, reconnaissance and target development in support of Fleet operations.

Candidate must possess a Bachelor’s Degree (or equivalent work experience) and a minimum of 10 years of Fleet Information Warfare experience as well as a general understanding of doctrine development to include CONOPS development, Navy and Joint concept development and experimentation, Navy C5I capabilities, warfighting areas, and organization/planning/communication skills to support all facets of NAVIFOR’s/IWDC’s mission.

Minimum Requirements

Bachelor’s Degree (or equivalent) and 9 years of experience.

  • Must be a U.S. citizen with an active Top Secret clearance and SCI eligibility.

  • Excellent communication, inter personal, organizational and analytical skills are necessary.

  • Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard integrated software applications.

Ideal candidate will have:

  • A minimum of 10 years of operational leadership experience equivalent to a US Navy shipboard division officer (0-3/O-4), chief petty officer (E-7/E-8), or chief warrant officer (CWO-3/ CWO-4) with Navy or Joint Staff experience providing Intelligence Operations support

  • A deep-seated knowledge and understanding of applicable technical concepts and practices in order to support Intelligence Operations readiness across the DOTMPLF (Doctrine, Training, Materiel, Personnel, Leadership, and Facilities)

  • Ten years of progressively responsible experience directly related to Intelligence Operations management

  • Three years of operational experience as an Intelligence Operations Officer or senior enlisted (E7/8) billet

  • Personnel (Officer/Enlisted) who have successfully completed a tour in an Intelligence sea/shore billet in an Intelligence Officer Coordinator or Planner billet

  • Two years of experience in an Intelligence Operations and possession of the Additional Qualification Designators (3A, 3M, 3R, or 3W).

Preferred Qualifications

Additional preferred qualifications include:

-- For former Commissioned/Warrant Officers: Possession of URL/Intel designator 1830, 6830, and/or 7830 with completion of the following courses: Naval Intel Officer Basic Course (NIOBC), Basic Aviation Intel Course (BAIC), Naval Security Manager Course, Information Dominance Basic Course, and/or Afloat Cryptologic Management (ACM) course (CRC); JPME graduate.

-- For former Senior Enlisted Personnel: Enlisted Warfare Specialist Qualification; Graduate of Intelligence Specialist (IS) A/C School and possession of Operational Intelligence Analyst (NEC 3924), Strike Planning Ops (NEC 3923), and Naval Imagery Interpreter (NEC 3910) –or- A graduation certificate from a Joint Maritime Tactics or Maritime Staff Operators Course, or Naval Collection Management Course, and/or CTR A/F, IS A/C Schools combined with successful completion/documentation of CTR A /F Watch Station PQS /JQR.
