Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analytical support to U.S. Indo-Pacific Command (USPACOM) and U.S. Pacific Air Forces (PACAF) in the Integrated Air and Missile Defense (IAMD) Program. This position will be in direct support of the PACAF IAMD Center (PIC) that supports the theater Area Air Defense Commander (AADC) mission by enabling the strategy for operational plans, international relations, theater security cooperation, and programming of Pacific theater resources to provide protection of both forward-deployed U.S. forces in the region and the U.S. Homeland.

This candidate will provide analysis to support credible planning, development, assessment, evaluation, and integration of PACAF, USINDOPACOM, and other component IAMD capabilities that focuses on existing and future IAMD capabilities to ensure adequate protection of defined critical assets in the USINDOPAC Area of Responsibility (AOR). This position also includes interagency partnering, international military exercises, and the defense of U.S. interests abroad to enhance regional peace; and will support new concepts of national strategic policy, emerging technologies, and evolving partner nation requirements.

Specifically, the candidate for this position must be capable of providing IAMD survivability analyses for use in adaptive planning systems, which will enhance the rapid development, collaboration, distribution and revision of military operations plans. Additionally, this position will provide analysis in support of efforts to address emerging adversarial threats in conjunction with other U.S. ally and partner forces within the Pacific region and will identifying gaps and seams with respect to IAMD mission accomplishment and threats to achievement of the goals of USINDOPACOM and its subordinate organizations.

This candidate will support the development, documentation and instruction of: concept of operations (CONOPS), roadmaps, Tactics, Techniques, and Procedures (TTP), Operational Architectures, strategic plans analysis, implementation plans analysis, and action plans analysis to proactively posture IAMD in executing mission and roles.

The candidate for this position should be well versed in Joint data information integration systems and networks which enable the IAMD defense design as well as be capable of recommending appropriate plans and TTPs that ensure the successful employment of limited, critical IAMD assets. This position will be responsible for researching and developing recommendations for next generation technological hardware and software, conduct mission capabilities evaluations, and provide the warfighter with analysis of current and future technologies.

In order to identify high-value gaps and develop innovative solutions, the candidate for this position must have unique insights to both intelligence analysis processes and theater engagement. The candidate must be able to provide in-depth analysis based on data collected and provide

This position will also provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for PACAF senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific IAMD questions.

Minimum Requirements

This position requires a bachelor's degree and minimum of five (5) years of experience supporting the DoD with at least three (3) years of experience in BMD and / or IAMD operations; desired at least three (3) years’ experience working in PACOM specific topics and/or engagement activities.

Desired to have at least two (2) years of experience in joint or senior command organizations, including USPACOM and/or components.

The candidate should be familiar with strategic and campaign plan documents, the USPACOM Theater Engagement Plan and other Combatant Command OPLANS. They should be well versed in joint doctrine, contingency, and crisis action planning procedures

Must be able to communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials. Must have experience providing regularly scheduled project plans and status reports.

Required to have a TS/SCI. Previous experience working TS/SCI level projects.

Must have demonstrated skill in using integrated software (e.g., MS Office suite).

Preferred Qualifications

Highly Desired Qualifications:

  • Understanding of the Joint Training Information Management System (JTIMS)

  • Understanding of the Joint Theater Air and Missile Defense process (JTAMD)

  • Graduate of Service or Joint Planner Course

  • Graduate of an advanced integrated air defense or equivalent service school
