AECOM is seeking a candidate to provide network and systems engineering support to the Cyber War Innovation Center (CWIC) at Camp Smith HI. The CWIC conducts cyber testing, training, and experimentation for U.S. Indo-Pacific Command. Key responsibilities include designing, building, testing, deploying, and maintaining secure, closed-network environments and executing technical and administrative requirements necessary to interconnect the closed network environments to other cyber ranges and DOD networks. Responsibilities include:
Provide research and implementation of system-wide network solutions/capabilities/enhancements to support CWIC mission goals and objectives; Evaluate and monitor health and performance of the network including hardware and software management
Assist with development and execution of test plans and supporting documentation of all network configuration upgrades, additions or revisions for customer approval before implementation
Evaluate and recommend changes and/or technology upgrades to address performance, standardization and industry best practices
Receive, catalog, and maintain accountability for network equipment and software.
Analyze user’s requirements, concept of operations documents, and high level system architectures to develop network requirements specifications
Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies
Analyze network requirements and capacity and advise on design, development and integration activities
Incorporate new network plans, designs and systems into ongoing operations
Bachelors degree and 5 years of experience
HS diploma plus 13 years of experience.
Associate’s Degree with 8 years of experience, or Bachelor’s Degree
Master’s Degree with 4 years of experience
Five (5) years’ experience with systems engineering methodologies
Five (5) years’ experience with data networking--including routing, switching, VLANs, and physical cable plants/wiring
Three (3) years’ experience with network management and monitoring systems
Three (3) years’ experience configuring and administering cybersecurity devices and software (i.e. firewalls, network and host IDS/IPS, and VPN appliances)
Two (2) years’ experience applying Security Technical Implementation Guides (STIGs)
Two (2) years’ experience deploying and managing commercial and government encryption
DOD 8570 IAT Level II or higher certification
Must have an active SECRET security clearance and the ability to obtain a Top Secret clearance with access to Sensitive Compartmented Information (TS/SCI)
Networks – CISCO and Juniper switching infrastructures
Virtualization – Vmware, Kernel Virtual Manager
Operating Systems - Windows 7/10, Win Server 2012/2016, Red Hat Enterprise Linux
Security Appliances/VMs – CISCO ASA, Juniper SRX, PaloAlto, LogRhythm, Elastic Stack, Splunk
Packet Capture/Traffic Generation - BreakingPoint, TCP Replay, WireSharkDESIRED CERTIFICATION:
Cisco Certified Network Associate/Profession (CCNA/CCNP)

Design, development, testing and evaluation of computer based systems and analysis and design of business applications on complex, large-scale systems, including experience in data base management concepts. Knowledge of state-of-the-art storage and retrieval methods is required, as well as the ability to formulate specifications for computer programmers to use in coding, testing, debugging of computer software. Develop plans for ADP systems from project inception to conclusion. Defines the problem, and develops system requirements and program specifications, from which programmers prepare systems documentation programs, and tests.
