Job Description

AECOM is looking for an experienced Program Controls Manager to work in Lima, Peru.

Program Controls is the application of Project Controls in a Program Management context. This includes the added complexity and interactions demanded from Programs such as Government legislation, Political obligations, Legacy creation, multi-partner KPIs, cross industry body creation and/or collaboration, finance partnering, contract incentivization and extensive stakeholder engagement.

Responsibilities include but are not limited to:

  • Manages and coordinates Program Controls for programs that are large in size, are of high strategic value and/or have a high level of execution complexity.

  • Provides senior-level oversight for program controls activities, ensuring alignment with the strategic objectives set by senior leadership.

  • Leads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives.

  • Proactively identifies and addresses interdependencies between projects,

  • Provides expert guidance and oversight to project controls teams, ensuring the effective management of individual project elements.

  • Facilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates.

Knowledge

  • Provides technical leadership and sets the strategic direction for program controls on an active program, ensuring alignment with the organization's broader objectives.

  • Highly capable of shaping and advancing the organization's program controls capabilities.

  • Deep understanding in all underlying concepts and principles of program controls, paired with extensive experience to provide insights, thought leadership and the evolution of the discipline.

  • Understanding of and ability to articulate the differences and nuances between the role of program controls and that of project controls.

Technical Excellence

  • Provides visionary guidance, efficiently oversee and elevate program controls processes, tools, methodologies, and decision-making within programs to ensure not only their successful execution but also their alignment with organizational objectives.

  • Demonstrates a high level of capability in establishing, managing and maintaining a robust and realistic baseline, assessing performance, providing meaningful insightful analysis to support proactive management of the program, facilitating deliberate, evidence-based decision-making in order to enhance delivery confidence, manage risks, and provide assurance in program outcomes.

  • Demonstrates a high level of capability in both project and program controls, reaching the required level of technical excellence in AECOM Program Controls Competencies and skills.

Leadership

  • A proven leader in medium-sized organizations, with a track record of driving performance, organizational success and achieving objectives.

  • A proficient leader, they excel in inspiring and guiding program controls teams, providing a clear vision, direction, and effective guidance for goal attainment.

  • Fosters a collaborative and positive team culture.

  • Contributions to the Program Controls field may be limited, with occasional involvement in activities like conference attendance or basic association participation.

  • Within their current organization, they occasionally demonstrate thought leadership, how casing their proficiency as a leader.

  • Maintains an up-to-date understanding of current trends in Program Controls

  • Demonstrates proficiency of AECOM Program Management Leadership skills

  • Trains, mentors, and evaluates less experienced staff.

  • Recruits and helps retain staff at all levels.

Qualifications

Minimum Requirements:

  • BA/BS + 6 YORE or demonstrated equivalency of experience and/or education

  • PM certificate by any organization; PMI, PMP, ... etc.

  • Fluent English/Spanish

  • Experience in same/similar position where the project has construction/ development cost over $250 M USD

Additional Information

Requirements Preferred:

  • 15+ Years of experience.

  • 10+ years of experience in project management.

  • A bachelor's or master's degree in a relevant field such as project management, engineering, business, or a related discipline.
