Job Description

AECOM’s Climate Advisory Services team is seeking an experienced senior analyst to join our multi-disciplinary team to be based in San Francisco Bay Area, CA; Los Angeles, CA; Denver, CO; or Chicago, IL.. We support public sector clients, including cities, counties, transportation agencies, and utilities, in developing and implementing programs and policies to achieve their climate goals. The senior analyst will support a wide variety of projects related to policy and program design, prioritization and phasing of projects, development of governance mechanisms, and funding and financing strategies.

The senior analyst will lead discrete technical tasks to support decision-making and design of climate action and/or adaptation policies and programs. These tasks may include developing and implementing quantitative analytical approaches; conducting data analysis, economic and financial modeling, literature reviews, and stakeholder interviews; and developing graphics and presentations to communicate key findings for both the client and the public. The position requires the ability to work closely with project managers to balance multiple projects and deadlines, delegate appropriate tasks to more junior staff, and communicate clearly with both clients and other teams outside of the Climate Advisory Services practice.

Qualified candidates will have an education and/or professional experience in public policy design; sustainability planning; or urban planning and economics. Qualified candidates will also have experience working with the public sector, as well as exposure to climate action and/or planning, policy development, and program implementation.

The successful candidate will have experience in several of the following areas/project types:

  • Equitable policy, plan, and/or strategy development related to climate action or adaptation programs

  • Conducting technical analyses to support planning or policy efforts, including:

  • Economic and fiscal impact analysis as it relates to regulatory policies and programs (e.g., climate action planning, achieving renewable energy targets)

  • Socioeconomic analysis

  • Benefit-cost analysis for climate change vulnerability and action and adaptation plans

  • Triple bottom line / sustainable return on investment assessments

  • Funding and financing strategy for public sector projects or programs

  • Implementation of new public policies and programs, preferably related to climate mitigation or adaptation

Qualifications

Minimum Requirements :

  • BA/BS in public policy, urban planning, environmental or urban economics, or related fields + 4 years of related experience or demonstrated equivalency of experience and/or education

Preferred Qualifications :

  • 6+ years of professional experience in public policy, urban planning, environmental or urban economics, or related fields

  • Master’s degree from an accredited university in urban planning, public policy, economics, or a related field

  • Experience designing and implementing public policies and programs related to climate change mitigation, adaptation, and/or resilience

  • Ability to develop and execute a research plan, think critically, analyze policy, and write effectively

  • Experience leading discrete technical tasks related to quantitative and qualitative analysis

  • Ability to lead development of client-facing deliverables and proposals and comfort with presenting to clients, including senior leadership and elected officials

  • Fluency with Microsoft Office Suite, especially Excel and PowerPoint

  • Strong technical skills, including experience with one or more of the following software packages:

  • ArcGIS and other spatial analysis tools

  • Quantitative/statistical programs such as R or Python

  • Evaluation of financial cashflows, particularly public finance, via Excel.

  • Experience with project management, including budgeting, a plus

Additional Information

Offered compensation will be based on location and individual qualifications. The expected range is $100,000.00 - $140,000.00.
