Job Summary

This position is located in Mannheim Germany and is contingent upon contract award.

The Security Manager is responsible for all security policies and procedures for the requirements under the Army Prepositioned Stocks 2 (APS 2) contract. The Security Manager is responsible for developing and enforcing all appropriate security measures, inspections, investigations, and reporting procedures in accordance with DoD Manual 5200.01 which specifies responsibilities for the management and implementation of the APS 2 information security program. The Security Manager specified planning responsibilities are the development of written instructions for safeguarding classified information during emergencies and military operations; and the development of security measures and procedures regarding visitor access. Among some of the implied planning responsibilities are those related to managing the activity’s security training program; recordkeeping and reporting requirements; and the maintenance of security classification guides under the activity’s cognizance. The Security Manager will provide an immediate written and verbal Situation Report (SITREP) to the General Manager and the Chief of Operations anytime a possible physical or information security incident is observed. This position is also responsible to conduct all security inspections and investigations related to any security incidents, reviewing results and making recommendations for resolution or further action to the General Manager and the Chief of Operations, as soon as prudent.

The Security Manager has these specific responsibilities:

  1. Responsible for monitoring the security operations of APS 2 operations and sites.

  2. Implement security policies, regulations, rules, and norms.

  3. Make sure that the environment in APS 2 is safe for employers and visitors

  4. Develops and implements URS Federal Services, Inc.’s information security, physical security, anti-terrorism, and operations security policies and procedures.

  5. Serve as the principle advisor to the APS 2 Program Manager on all information security matters;

  6. Maintains cognizance of all activity security functions; and provide guidance, direction, coordination, and oversight to designated assistant security assistants

  7. Uses classified (U.S. only) Information Technology (IT) systems, including Logistic Information Systems (LIS) and Global Combat Support System-Army (GCSS-A) to manage security requirements.

  8. Ensures contractor personnel assigned to APS 2 operations comply with DoD and contract security requirements in accordance with AR 190-13, AR 380-5, AR 380-40, AR 380-67, AR 710-3, DoD Regulation 5000.1-R and DoD Regulation 5200.2-R

  9. Formulate, coordinate, and conduct the activity’s security education and training program, to include related information systems; and to keep personnel who perform security duties abreast of changes in policies and procedures, and provide them assistance in problem solving.

  10. Establishes and implements security plans for APS 2 worksites to include personnel security, information security (INFOSEC), automated data processing security, communications security (COMSEC), and physical security

  11. Ensures URS Federal Services, INC.’s staff safeguards information, materiel, equipment, and records from being compromised, damaged, or lost in accordance with AR 25-1, AR 25-55, AR 25-400-2, AR 340-21, AR 380-5, and other applicable policies

  12. Conducts immediate reviews / investigations of all security incidents to determine if further, more formal investigations / actions are warranted. Briefs the Chief of Operations as soon as prudent with a detailed report and recommendation(s) on how to proceed.

  13. Establishes and manages URS Federal Services, INC.’s capabilities for receipt, storage, and generation of classified material in accordance with DoD Industrial Security Manual (DoD 5220.22-M), DD Form 254, and appropriate U.S. Army security instructions

  14. Implements Information Assurance best business practices (e.g., AR 25-1 and AR 25-2) regarding computing systems, devices, and networks

  15. Coordinates with U.S. Army Europe (USAEUR) security elements to support physical security and force protection inspections

  16. Ensures URS Federal Services, INC. protects and accounts for any Class V (arms and ammunition) in its custody, storing it in approved secure facilities, accurately inventoried and accounted for.

  17. Ensures any employees requiring access to Army installations, facilities, or controlled access areas complete Anti-Terrorism Level I awareness training

  18. Ensures any employees requiring access to a Government network or Automated Data Processing Equipment (ADPE) complete DoD Information Assurance and cyber awareness training prior to starting work and every year there after

  19. Provides security-related reports or deliverables in accurate and timely manner in accordance with applicable regulatory guidance

  20. Conducts and coordinates other security training and exercises as required, including new hire and annual refresher training.

Minimum Requirements

Minimum Requirements:

A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.

Additional desired requirements:

  • At least 10 years of experience in Army or DoD OR security directly relevant to APS contract.

Additional qualifications:

  • U.S. citizenship.

  • U.S. SECRET security clearance.

  • Must be able to qualify for and operate Government-provided light vehicles.

Position will require the ability to pass a pre-employment drug-screen and a government background check.

Must be able to obtain and maintain a Common Access Card (CAC).
