Job Summary

The

Supply Manager will be responsible for supply operations for APS2 at the Mannheim Germany sitelocation.

The Supply Manager ensures supervision of Supply Operations and Management of Information Systems for the operational Army Preposition Stocks 2 (APS 2) requirements. This position ensures that the Systems and Supply Department and Warehouse Operations operates in accordance with current regulations and directives and achieves or exceeds established goals or performance standards. Mission responsibility for this position includes the management of requesting, receiving, accounting for, inventorying, storing and issuing of Supply Support Activity and Operational Stock project materiel assigned to the APS 2 mission. The Supply Manager ensures the timely procurement of armored and weapons systems parts components or end items for customer support. This position is responsible for the management, coordination, evaluation and control of transportation and / or shipping requirements. The Supply Manager is responsible for the procurement of all equipment, materials, supplies and / or services not available through standard U.S. Army supply systems. Additionally, the Supply Manager is responsible for the operation, reconciliation and maintenance of a variety of standard and unique classified automated logistical support systems to include the following: Army War Reserve Deployment System (AWRDS); Global Combat Support System-Army (GCSS-A); Standard Army Retail Supply System (SARSS): Property Book Unit Supply Enhanced (PBUSE); Logistic Information Warehouse (LIW) and integrated Logistics Analysis Program (ILAP). This position establishes controls and conforms to approved financial guidelines for supply operations. The Supply Manager organizes and staffs the Supply Department in such a manner as to effectively accomplish its mission.

The Supply Manager has these specific responsibilities:

  1. Manages Logistic Information Systems (LIS) (AWRDS/GCSS-A, LMP) and Supply Department and Warehouse Operations.

  2. Establishes and maintains effective coordination between the Systems and Supply Department, Army Sustainment Command (ASC), customer agencies, CONUS and OCONUS APS 2 suppliers, supporting APS 2 locations, and transportation and other support agencies to assure continuous effective supply support.

  3. Skilled in implementation of developing procedural analysis, causal research, and implementing problem resolution for GCSS-A, AWRDS, supply wholesale and retail systems.

  4. Establishes priorities for logistic support under conditions which impose constraints upon APS-2 Supply operations.

  5. Establishes policies and procedures for the accumulation of data required for the preparation and submission on-time recurring reports.

  6. Participates in briefings, conferences and meetings to support the Project Manager, and to fully and effectively accomplish the mission of the Supply Department.

  7. Maintains daily contact with the Project Manager, other APS 2 operating elements and subordinate supervisors in the Supply Department to assist in the timely resolution of problems and to execute the administrative and operational functions that require attention.

  8. Reviews all reports, submitted by the Supply Department, and sensitive or confidential management information data available from other sources that relate to the posture and performance of supply operations. Initiates corrective actions or revision of internal methods or procedures, in accordance with regulations, directives and guidance from higher authority, to resolve problems, simplify operations and increase the efficiency and responsiveness of supply operations.

  9. Reports, with recommendations, to the Logistics Manager/Site Manger all logistic requirements or operational problems that are beyond the existing capabilities or authority of the Department.

  10. Supervises the preparation of appropriate general and detailed Standard Operating Procedures (SOPs) in accordance with the APS 2 Performance Work Statement (PWS) that describes the general responsibilities and procedures within the various branches and sections of the Supply Department, the detailed methods and procedures required to give adequate guidance within the Supply Department to include guidance and instruction for all personnel assigned to specific functions.

  11. Supervises and directs the activities of the Inventory Control team in the conduct of cyclic inventories, special inventories and location surveys.

  12. Supervises and directs the activities of the APS 2 logistics systems’ functional analysts in the use, development and/or implementation of current and/or future automated supply and maintenance systems in use, or being fielded for use by APS 2.

  13. As required, travels Temporary Duty (TDY) within Germany and eastern Europe to include trips in support of exercises and real world contingencies. Deploys on short notice throughout the EUCOM, USAREUR when required in support of U.S. military operations. This may require deployment to potential conflict areas and living in austere conditions.

Minimum Requirements

Qualifications:

A bachelor's degree plus 3 years of recent specialized experience; OR An associate's degree plus 7 years of recent specialized experience; OR A major certification plus 7 years of recent specialized experience; OR 10 years of recent specialized experience.

ADDITIONAL DESIRED EDUCATION REQUIREMENTS:

  • Army War Reserves Deployment System Course

  • Tactical Supply and Maintenance Systems Course

  • GCSS-A Warehouse and Materiel Management Course

  • Standard Retail Supply System (SARSS) Course

ADDITIONAL QUALIFICATIONS/REQUIREMENTS:

  • U.S. citizenship.

  • U.S. SECRET security clearance.

  • Must be able to qualify for and operate Government provided light vehicles.

  • Pre-employment drug screen and a government background check is required.

  • Must be able to obtain and maintain a Common Access Card (CAC).

  • Must be able to speak, read and write English.
