Job Summary

AECOM is actively seeking Ship Building Specialists for the planning and estimating of DDG/CG and LPD/LSD class ships. Experience in propulsion, auxiliary, hull/structure, electrical and combat system experienced individuals with previous experience in planning and estimating in support of ship repair and moderation is desired. Ideal applicants will have experience in planning or estimating from regional maintenance centers, shipyards or as Project Support Engineers/Ship Building Specialist.

Essential Responsibilities:

  1. Interpret ship's drawings.

  2. Estimate by conducting ship checks, validating Automated Work Requests to accurately determine scope of work, required resources, and logistics.

  3. Interpret Automated Work Requests into a properly formatted work specification IAW JFMM Appendix 4E.

  4. Develop JFMM Appendix 4E compliant work package specifications for U.S. Navy ship repair and modernization during planned and emergent maintenance periods.

  5. Conduct research in Naval Supply databases for parts verification, Part number/NSN/APL identification.

  6. Perform all other position related duties as assigned or requested.

Minimum Requirements

  • Vocational/technical training beyond high school and at least 8 years of job-related experience or equivalent. Military/MSC sea service considered job related experience in addition to planning and estimating experience.

  • Specialized experience: Minimum 3 years full time hands-on technical experience in the installation, testing, modification, operation, overhaul, repair, troubleshooting, and maintenance of shipboard systems and equipment.

  • Good communications and analytical skills; working knowledge of computer systems and integrated software application programs used in ship repair planning, estimating work package development and execution.

  • Understanding in implementing NAVSEA Standard Items during estimating and work specification development.

  • Thorough understanding in using the GSO and NSTMS.

  • Experience with Navy Maintenance Data Base.

  • Position requires the ability to work onboard US Navy ships and access ship repair industrial facilities.

  • Position may require travel.

  • Position requires an active Secret Security Clearance and ability to obtain a Common Access Card.

Preferred Qualifications

A preferred candidate will be able to:

  • Accomplish ship inspections of the tasking items and distinguish the interrelationship of systems and component parts of systems to determine the feasibility of combining items into single contract specifications.

  • Accomplish ship inspections when required to modify 2-KILOs and 2-LIMAs to support ship’s material conditions and to determine and make recommendations on actual scope of work required, including cause for repairs.

  • Maintain material control and investigate availability of material, sources of supply or manufacturers and possibilities of substitutions.

  • Review and analyze technical feedback and problems reports (i.e. lessons learned, growth sequences from the waterfront) to make recommendations for updates on future technical requirements to reduce costs and eliminate delays and rework.

  • Prepare and make recommendations on work specifications and cost and time estimates.

  • Review, evaluate, and make recommendations on contractor’s condition reports and recommendations for additional work and provide rationale for approval or disapproval.

  • Develop, review and make recommendations on modifications to original specifications and new work specifications for work to be accomplished by the contractor.

  • Provide recommendations on detailed cost estimates for the Government Project Manager including labor, material, and time, with all required supporting data for new work and modifications to original work specifications.

  • Ensure work performed is in compliance to applicable plans, specifications and all contractual requirements.
