Job Description

AECOM is seeking a Federal Practice Operations Lead (POL) to support our Federal Remediation Business Unit. This position will report to the Director of Operations (DOO), and shares responsibility with the Practice Lead (PL) and DOO for the profit & loss (P&L) and overall operational performance of the Federal Remediation business unit.

The Federal Remediation business unit is a nationwide business unit overseeing Federal Remediation work for Department of Defense (DOD), Department of Energy (DOE), and the Environmental Protection Agency (EPA). The POL is accountable for partnering with stakeholders to deliver the annual operating plan, which contains clear expectations of hiring / labor volume, project performance, discretionary G&A spend, business development investment, billing and collections, and utilization. Core responsibilities fall under the broad categories of driving project delivery performance, proposal approval and pricing support, resource management, risk assessment and management, process improvement, P&L forecasting and budgeting, daily operational troubleshooting, performance reporting, margin improvement initiatives, and performance improvement planning.

The POL has an important role to continuously assess and improve the commercial acumen and project management capabilities of the project managers in the Practice and support the nomination and training of new PMs and deputy PMs. This role also serves as a supervisor for the portfolio delivery leads (PDLs) and recruiter of new PDL-talent from across the business.

Responsibilities include:

  • Driving monthly, quarterly and annual performance and owning the processes related to financial forecasting (monthly, quarterly and annual forecasting efforts)

  • Analyzing and presenting performance to the department leaders to support the tracking of their KPIs against goals.

  • Acting as a point of escalation for project issues, such as resourcing gaps, technical issues, invoicing and cash collection challenges, subconsultant and vendor concerns, etc.

  • Driving strong working capital performance by actively monitoring Unbilled, Billed AR, DSO, and striving to meet billing and collections goals.

  • Reviewing and approving pursuit strategy and proposals

  • Ensuring PDLs are effectively using project reviews to monitor client satisfaction, resourcing, forecast, schedule, risk, and quality management.

  • Ensuring PDLs are requiring bottoms up ETCs from PMs as needed to support our financial tracking on projects.

  • Attending high risk project review calls and supporting projects at-risk with mitigation plans.

  • Driving consistent project management practices and procedures in alignment with AECOM Project Delivery System (PDS) and Quality Management System (QMS) requirements.

  • Drive workload balancing across the Federal Remediation Practice and broader enterprise

  • Approving G&A expenditures and/or supporting department leadership with the assessment and approval.

  • Ensuring the accuracy of the Practice’s R18 data and output reports.

Qualifications

Minimum Requirements:

  • Bachelor’s Degree in Engineering, Environmental Sciences, or comparable technical, business, or professional degree

  • 10+ years of relevant experience or equivalent combination of skills, experience, and education

  • 2 years of leadership experience

  • U.S. citizenship

Preferred Qualifications:

  • Strong project management skills

  • Business development skills and experience such as client service and proposal preparation

  • Strong verbal and written communication skills, including ability to present to an internal audience and facilitate workshops

  • Change enabler with an ability to promote best practice and coach & mentor staff

  • Strong positive communication style when working through challenging issues, differences of opinion, project mitigation plans, etc.

  • PMP certification preferred but not required

  • Experience managing operational performance of a Federal Environmental Remediation portfolio

Additional Information

Please note that this role can be based anywhere in the United States and compensation data will vary in each location, including higher or lower than the stated range.

Offered compensation will be based on location and individual qualifications. The expected range is $170,000.00 - $225,000.00.
