Job Summary

MAJOR RESPONSIBILITIES / DUTIES / TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • May be required to work overtime or varying hours.

  • Be at work when scheduled and maintain a good attendance record.

  • Work in close proximity to and or in a chemical demilitarization facility.

  • Develop proficiency in use of company/project estimating systems and processes.

  • Understand estimating terminology, measures, concepts, and principles for bid proposals.

  • Recognize estimating processes/project actions that may impact the project.

  • Assist in analyzing and using estimates to predict key project issues.

  • Prepare/coordinate preparation of full project estimates.

  • Provide complete conceptual and final estimating input.

  • Perform duties with some complexity under general supervision.

  • Responsible for performing all aspects of estimating.

  • Assist in the preparation of the Estimate Plan.

  • Conduct work requiring independent evaluation, selection, adaptation, and modification of standard estimating techniques, procedures, and criteria.

  • Develop wage rate build-ups.

  • Read and interpret drawings, specifications, Requests-for-Proposals and contracts.

  • Prepare scope and bid package breakdowns for subcontract and vendor quotes.

  • Prepare subcontract bid analysis for scope, cost and price.

  • Perform equipment and material takeoffs and prepare order of magnitude, preliminary and definitive estimates as required utilizing independent evaluation, selection, adaptation, and modification of standard estimating techniques, procedures and criteria incorporating appropriate project historical data.

  • Ensure estimates and proposals are compliant with Federal Acquisition Regulations.

  • Ensure all proposals are compliant with project estimating practices and utilize the standard proposal pricing template.

  • Prepare and review statement of work and basis of estimate for proposals.

  • Coordinate project proposal review process.

  • Maintain proposal status reports.

  • Generate corporate management review packages as required.

  • Perform complex aspects of project controls that require the selection and modification of project controls techniques and procedures.

  • Interpret complex information and dissiminate in an understandable manner.

Minimum Requirements

Basic Qualifications:

  • Bachelor degree in Engineering, Construction or Business and 2 years experience in an estimating related position

Or

  • Associate degree in Engineering, Construction or Business and 6 years experience in an estimating related position

Or

  • High school diploma/equivalent and 10 years experience in an estimating related position

Minimum Qualifications:

  • Must be a US or naturalized citizen able to obtain and maintain PCAPP site access

  • Must be computer literate in common software applications and able to operate general office equipment

  • Working knowledge of database and word processing computer software applications and good (use of formulas versus hardcoding) to extensive (use of functional formulas) working knowledge of MS Excel

Preferred Qualifications

Desired Qualifications:

  • Experience in PCAPP estimating applications

  • Understanding of requirements of estimating for government contracts

  • Experience in Federal Services pricing or estimating

  • Prefer MS Access experience for database knowledge

  • Prefer MS Word for word processing knowledge
