Job Description

Our Program Management global business line (PgM GBL) provides the structure, tools, techniques, and processes to deliver on this vision. We manage outcome-driven programs that deliver social, economic, and environmental value.

As a Talent Resource Manager, you will be responsible for developing and implementing resourcing plans, managing staffing and deployment activities, and supporting the career development of team members across a specific program. You will collaborate with various teams to ensure effective resourcing, mobilization, and integration of talent, while maintaining talent resource metrics and dashboards to provide reliable management information.

Responsibilities:

  • Collaborate with various teams (core program members, JV Partners, Subs, cross-functional departments, regional teams) to ensure effective resourcing, mobilization, and integration of talent.

  • Manage the interview and selection process to ensure we bring in the best candidates who fit our program requirements.

  • Maintain talent resource metrics and dashboards to provide reliable management information.

  • Regularly check in with team members to align their career paths with their personal development goals.

  • Develop robust succession plans to support their progression and address any potential risks.

  • Review open staffing needs with Task Leads, including anticipated additions, promotions, role transitions, and gaps.

  • Partner with Task Leads, staff, subcontractors, and other stakeholders to address employee concerns and ensure alignment.

  • Provide guidance and support for pending requisitions and staffing justifications.

  • Prepare and present updates for various meetings, including Task Lead Meetings, Org Chart Reviews etc.

  • Identify strategic resourcing challenges or patterns and flag for discussion.

  • Distribute optimization notices to subcontractor firms and track responses.

  • Coordinate with the Contracts Team and Task Leads to ensure that organizational data remain up to date.

  • Evaluate resume flow and develop sourcing strategies to ensure timely, qualified responses to project openings.

  • Resolve escalations tied to resource movement and align on priorities.

  • Confirm onboarding coordination and document offboarding plans.

  • Maintain visibility on special projects influencing resourcing needs.

  • Provide data-driven insights to support informed decision-making.

  • Monitor onboarding and offboarding trackers to ensure all access, equipment, and support requests are accounted for.

  • Conduct weekly reviews of all active resourcing actions and follow up with Task Leads and subcontractor representatives.

  • Finalize and distribute summary notes and next steps from meetings.

  • Identify and document trends in resourcing requests to inform leadership planning and improve resourcing processes.

Qualifications

Minimum Requirements

  • Bachelor's degree plus at least 8 years in project management, business operations, or HR management with experience in workforce planning/talent acquisition or demonstrated equivalency of experience and/or education.

  • Strong project management skills and experience delivering strategic resourcing projects.

  • Proficiency in using data for strategic staffing decisions.

  • Ability to analyze and solve complex staffing problems.

  • Excellent organizational skills; able to multitask and re-prioritize to meet changing needs and deadlines.

Preferred Qualifications:

  • Degree in Human Resources, Business Management or Project Management is preferred.

Offered compensation will be based on location and individual qualifications. The expected range is $120,000.00 - $150,000.00.
