Job Summary

The Business Operations Manager is part of a program management team for a nationwide maintenance and logistics support program for a fleet of approximately 200 fixed and rotary wing aircraft.

As a key member of the program management team, the Business Operations Manager supervises a small team that includes the Finance Manager. The Business Operations Manager is the lead for program financial and contractual management, and responsible for providing correct and timely contracted deliverables, Government invoices, program financial analysis and supporting documentation, as well as ensuring that subcontractors and vendors are paid. The Business Operations Manager maintains a positive working relationship with the Government’s Contracting office and staff.

Specific responsibilities include:

  • Setup and manage project accounting and timekeeping systems to ensure that all charges can be tracked and mapped at the appropriate level of granularity to enable reconciliations with Government program data

  • In concert with HR and site leads, ensure labor accuracy, from correct job category and wage rate mapping to employees charging time appropriately

  • Ensure that all employee expense reports comply with contract terms prior to payment

  • Ensure that all employee requisitions are funded

  • Closely coordinate with program contract officer and program management team to ensure all work is funded, including managing change orders, contract modifications, and over and above work

  • Audit invoice and backup documentation before submission to the Government

  • Ensure that subcontractors submit compliant and accurate invoices and are paid timely

  • Manage relationship with Government contracts officer as well as AECOM functional support teams

  • Track key performance indicators and provide trend and root cause analysis. Support program management team to identify ways to manage or reduce cost and improve performance.

  • Ensure that all CDRLs are compliant and provided timely

  • Track budget and produce all project financials for the Program Manager to include detailed annual program operating budgets, monthly cost tracking and reconciliation, risk register generation and management, monthly financial reviews with AECOM management along with regular working interface with Government counterparts

  • Coordinate internal pricing activities as necessary to support priced scope changes

  • Perform studies, reports, analyses, and presentations as requested by the Program Manager

Minimum Requirements

  • Minimum of 10 years experience in a role of similar scope, scale, and complexity supporting US federal government contracts

  • Experience with cost plus, fixed price, and hybrid contracts

  • Understand federal contract pricing, including components such as direct labor, overhead, general & administrative, other direct costs. Experience with indirect rates.

  • Knowledge of Federal Acquisition Regulations (FAR), particularly allowable costs, allocable costs, cost accounting standards, disclosure statements, and incentive fees

  • Participation in Contract Setup and Kickoff Meetings

  • Responsibility for setting up timekeeping (DelTek) and accounting systems (CostPoint) so that labor and other expenses can be captured and billed at the appropriate level of granularity

  • Demonstrated experience managing budget execution, contract spend/ceiling, executing change orders, and ensuring that all contract actions are funded.

  • Developed cost estimates for change orders

  • Demonstrated experience interfacing with Government personnel to include Contracting Officers, price analyst, Program Directors and staff while maintaining a professional, collaborative relationship in a fast paced environment on matters of significant national importance

  • Experience managing changes in cost, with demonstrated experience in understanding issues that cause cost changes, identifying and calculating cost components, and developing options to resolve cost issues while maintaining contract compliance and avoiding cost overruns and underruns

  • Prior contract leadership role such as Program Manager or Project Manager

  • Bachelor's degree in Accounting, Finance, or Business. MBA, Masters in Finance, or similar preferred

  • U.S. Citizenship

  • Ability to obtain DHS clearance

Preferred Qualifications

  • Accountability for contract deliverables and invoicing

  • Achievements with revenue enhancements, cost efficiencies, and cost avoidance

  • Experience with a workforce subject to the Service Contractors Act (SCA) and Collective Bargaining Agreements (CBA)

  • Prior experience as a federal contracts officer with warrant

  • Experience with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA), as well as applicable Government cost accounting standards and Contract cost structures

  • Strong interpersonal and communication skills

  • Active DHS Clearance a plus

  • Ability to travel
