Position Title Senior Earned Value Management Analyst – Navy Shipbuilding Program

AECOM is actively recruiting for a senior-level Earned Value Management (EVM) Analyst for an Acquisition Category (ACAT) I Navy shipbuilding program. This position is based in Washington, DC in the immediate Washington Navy Yard vicinity.
Duties in the area of Earned Value Management (EVM) Support include:
Perform engineering and production analyses of contractors and subcontractors including, but not limited to, physical progress, design progress and material procurement, schedule, EVMS, Integrated Master Schedule and Critical Path Analysis, contractors’ process and progress measurement, quality assurance and testing.
Assist in the Government’s evaluation of contractor monthly Contract Performance Report (CPR) / Integrated Program Management Report (IPMR) submissions.
Analyze and assess contractor-submitted reports, contract performance baselines and Estimates at Completion (EACs).
Monitor, assess, analyze and report on prime and vendor performance of all production / development contracts. Assess program cost status, contractor progress and spend plans.
Analyze engineering and production cost and schedule performance as necessary to assess variances and identify trends.
Support the formal periodic reporting of program costs, including the Defense Acquisition Executive Summary (DAES) and the Selected Acquisition Report (SAR) processes.
Support the Integrated Baseline Review (IBR) process for newly-instituted cost / incentive contracts.
Perform cost / performance tradeoff studies, including cost driver studies, cost benefit analyses and Business Case Analyses.
Develop inputs to independent cost estimates for life cycle costs and other requirements.
Perform assessments and document potential cost reduction initiatives, including verification of conformance to applicable data call requirements.
Maintain Program-specific cost-related databases.
Develop situational management-level EVM briefing materials for the Program staff.
Monitor overall Program compliance with EVM requirements in DoDI 5000.02 and SECNAVINST 5000.2.
Be knowledgeable and monitor compliance with DoD EVM guidelines in ANSI/EIA-784 and the DoD Earned Value Management System Interpretation Guide (EVMSIG).
Bachelor's degree in Business or related field and (10) ten years of job-related experience or equivalent. Excellent communication, interpersonal, organizational and analytical skills are required. Working knowledge of word-processing and integrated software applications is required. An active Government Security Clearance, i.e., an in-scope Background Investigation with Access having been granted within the previous two years, at the SECRET level.
Experience in Microsoft applications Word, Excel, PowerPoint and Access with particular emphasis on Microsoft Excel and Access to support data extraction / data mining for reviewing Contractor cost reports and subsequently documenting the Contractor cost, schedule and technical performance in existing Program Office databases.
